I am afraid the P. C. M. O. has no time to attend to the sealing of letters, or that system could be adopted. There is no objection why the system should not be 15595 adopted f
No, of the M. 0. H. might be authorised to sign the warrant, because he visits the District Offices and can see the Inspector in his om place.
There can be no reasonable objection to having the 15596

No, it is purely done to prevent leakage of information. He sees the number of houses that want to be visited,15597
and he knows that on certain evenings after 12 o'clock,
he has a certain amount of leisure and he can arrange. He does not make the visits.
Then he could send the letters to the person who in 19598 making the visits, and the actual date could be filled
up by the person who has to make the visita ?
It is a matter of detail.
Have there been cocasions on which leakage has taken 15599 place ?
We cant say that. All we can say is that there was evidence of overcrowding, and that when the warrant executed, there was no sign of overcrowding. We can only suspect that there was leakage.
