Admitting, Dr Clark, that it is advisable that the 15543 matter should be kept secret, that there should be no leakage of information as to when a house is to be

Į visited, is there any reason why there should be

leakage at all? We have had forms of warrant before us, and the book from which they are taken nhaa counterfoils. Why should not 'the Senior Inspector keep that book himself ? He fills up certain houses and numbers, without dates. He takes them to the officer, who signs these things. He then keeps the information entirely in his own hand. There can be no chance of

leakage of information. Why should you sign undated warrants Nobody knows. There is no leakage of

information.

The only objection I can see to that is: It la

generally admitted that the Inspectors have al: Ady as much work as they can do, and if you bring them to the Central Office, you are taking them away from their

own Districts, and preventing them doing something elau, while they are travelling haokwards and forwards, and waiting for the P. C. M. o. man might have ether work to do
