Company, the Secretary is looked upon as the one

channel through which everything is supposed to go.

The Secretary, I take it, is the medium between the

public and the Board.

I cant remember the exact details, but Kembers of the

Board and the public have complained personally to me of

certain things that have happened. I have comunicated

to the Government, but I have not done it through tha

Secretary.
