correspondence between the P. C. M. 0. and the

Government.

I can quite conceive that the Government has confident-

ial correspondence with the P. C. M. 0. which has

nothing to do with the Department, but dont you think

that any correspondence which does belong to the

Sanitary Department, should go through the Secretary,

even although the P. C. K. O. may have carried it on

direct with the Government ?

I dont think so. I think if the Government ask the

P. C. M. O. for his opinion, there is no reason why he

should not give it direct to the Government, without

asking the Secretary to write the minute, or copy the

minute for him.

Can you conceive in a big Public Company, the Secretary

of the Company not knowing of some correspondence which

the General Managers might be carrying on with the

Board, or with his Chairman .?

Well, I am afraid I dont know enough about the relative

positions of Secretary and Managing Director of Publio

Companies to be able to answer the question.

That is as near as-possible the position which the P. C.

M. O. and Secretary of this Board have. Is it not a

fact that the Government, in consulting the P. C. M. 0.

might oarry on a correspondence, - we will say with

regard to a refuse destructor, a matter which is

distinctly relating to the province of the Sanitary

Depart kent, and such a correspondence might be

carried on without the Secretary knowing about it.
