Attorney General, since he has been away, that those
Standing Orders were enforced by him.

Now, Dr Clark, at the second Meeting, the first at
which I was Chairman, * I put a question to you "Do I
understand that the Secretary of the Sanitary Poard
sends out notions to the public and letters to the
public without your knowledge. Do I understand that the
Secretary practically carries out all the correspond-
ence of the nepartment, except the oørrespondence which
goes direct to the Government". Your answer was " Yes,
that is his duty as Secretary. Hie duties are
Secretarial". Now, dont you think that for the bette
conduct of the ŋepartment, all correspondence should go
through the hands of the Secretary, so that he should
be thoroughly conversant with all the work that is
being carried on by the Department ?
I dont know any correspondence carried on by anyone
else but the Secretary, except the correspondence with
the "overnment.
