I would be certainly surprised if he advocated it for all work, For seawalls, harbour work &c. It would do for certain purposes.

But surely that kind of work is as important as the matter we are dealing with ?

In harbour work you get a great thickness of material, so that one is as important as the other.

Yes, certainly, I would always do that. I would be very careful if I used salt water. For instance, if I used

soa sand, I would wash and cleanse it.
