The proper thing would be to have carbon paper, and

indelible pencils.

They ought all to be numbered.

It seems to me that all the papers should be numbered, 3749 and copies kept, and that the District Inspector, when

he makes his report, should enter it at cnce in the District book. Would that be possible to see that there

is a book kept at the District Office ?
