Bombardment under threat of extortion of a ransom will, of course, be accepted; but its effect may be weakened or rendered but slight if due and well-considered precautionary measures are arranged for.

The arrival in the offing of a hostile cruiser will be notified by the Union Jack hoisted from the clock tower, hereafter called the "Alarin."

The "Alarm" will be cancelled by the colonial flag hoisted under the Union Jack. The "Aleum" will be the signal for every person to take his or her prearranged

stations.

Positions of hospitals, head-quarter stations, alarm and signal posts, have been selected, and are given below at end of this section.

The Colonel commanding will be in constant communication with the Mayor, to assist him with advice, as well as to afford such aid as the presence of the various departmental officers of Her Majesty's service may enable him to offer.

Railway Transport.

In order to facilitate the case of families wishing to leave the town, the following arrangements will be made :-

Applicants for railway accommodation must address the Mayor in writing, with particulars of number of passengers and their destination, and of weight and description of baggage.

The Mayor will answer each application, giving the number of carriage, name of station, and hour of dispatch.

As the railway accommodation must necessarily be limited, people intending leaving should take with them only absolute necessaries, and valuables which do not take up much прасе.

The railway from Durban to the Point will be under military control The tram will be used for Commissariat purposes.

Commissariat.

The catering for the Volunteer Force will be undertaken by the Mayor.

Sanitary.

All sanitary arrangements will be under the Inspector of Nuisances, whose staff will

be increased to meet the requirements of combatants and hospitals.

Hotels and Canteens.

Will close during the "Alarm" at 9 P.M.

Police.

Special police, Europeans and natives, to be sworn in to assist the authorities to maintain order and to enforce Regulations, will be placed under the command of the Superintendent, Durban Police.

Hospitals.

All hospital arrangements to be left to the Mayor.

Ladies who are good housekeepers will prove the best Matrons, and should be

appointed by the Mayor, under printed instructions.

Hospitals should be off the line of West Street, which is the probable line of fire. Suitable buildings could be selected from among the following:-

Masonic Hall, Smith Street.

Rennie's Store, Pine Terrace.

Masonic Hall, Addington.

Government Hospital, Addington.

Union Company's Store, Point.

Resident doctors who would be willing to give their services should be appointed to

the various buildings selected as hospitals.

Head-quarter Stations.

Military: Fisher's House at Addington. Position is central; sea view good; flag-staff visible from port.

Mayor: Town Hall.

Chairman, Harbour Board: Point Signal-station.

Commissariat: Town Solicitor's office.

Medical: Government Hospital, Addington.

Sanitary Police-station.

Durban Mounted Rifles: Cato's.

Naval Volunteers: Port Office.

Volunteer Artillery, Royal Durban Rifles: Rocket-house.

Intelligence Department: At a convenient place near Fisher's Crossing.
