3. I now leam that, owing to drastic reduction in

all Commande, it is proposed that no Artillery Units shall

be included in the Garrison of this territory.

4. I feel bound to press most strongly for provision of artillery as part of Hong Kong Garrison. In addition to the grounds on which provision of balanced operational force has already been'accepted by you as particularly necessary for this Colony, I would urge the important deterrent effect which the presence of artillery in permanent Garrison will have on any potential Chinese aggressor and which will be wholly lacking if Hong Kong is required to rely for artillery on units to be called forward from Malay or elsewhere only when emergency has already arisen.

5. It is my aim to reconstitute the Hong Kong Volunteer Defence Corps without further delay and Corpa

of Artillery Units will if possible be recruited at an early date. But it should be remembered that British manpower here is limited, that potential recruita have little leisure at the present time, that dilution with Chinese personnel would materially limit the uselessness (7usefulness intended) of any units recruited and that, even with the assistance of regular Artillery Units for training, at least 18 (repeat 18) months must be allowed after recruitment and provision of equipment before any volunteer Artillery Unit can safely be regarded as trained and efficient.

6. I should be grateful, therefore, if you would urgently represent on our behalf the peculiar necessity for including in the projected Carrison of this Colony one Regiment of Field Artillery.
