We spoke about this, and agreed that paragraph 8 of the draft telegram, at Annex 3 to JP(46)10(s) should be amended so as to say that the Colonial Office is in favour, in principle, of retaining the Hong Kong Volunteer Forces. As I mentioned to you, Sir Mark Young, to whom I mentioned this point, certainly expressed himself as being in favour of the retention of this Force which did good work during the attach on Hong Kong. Sir Mark, however, enquired what was to be the policy in regard to compulsory service in Colonial territories, and I was unable to give him the answer.
