No. 1. I think that we should in principle approve the re-establishment of the Hong Kong Volunteer Defence Corps and the Hong Kong R.N.V.R. as recommended by Rear-Admiral Harcourt.

2. I attach an extract from my note on Colonial Forces in the War regarding the Hong Kong Volunteer Defence Corps. I do not believe that there are the same objections to raising a volunteer force in a great commercial city like Hong Kong as there are to raising one in a country like Malaya where so many of the Europeans are engaged on the production of commodities which may be vital in war.

We have already sent to Hong Kong, through

the Civil Affairs organisation, a copy of an Admiralty memorandum recommending the establishment of local naval forces after the war in various parts of the Colonial Empire, including Hong Kong.

I see in Colonel Chalmers' minute, the Joint Planners ask our advice when action could be taken to reconstitute the V.D. C. and the R.N.V.R.

I do not think we can possibly usefully advise on this. It is a matter on which local knowledge is essential.

I am afraid I cannot comment on (2) and (3) in Colonel Chalmers' minute and I pass through Eastern Department.
