TOP SECRET
HONG KONG is considered undefendable against a scrious attack by a major power in occupation of the inland of China. Therefore the tasks of the forces in HONG KONG are:-

To maintain law and order in the Colony and the low Torritorios.
Tako offensive or defensive action against a local War Lord
on or inside the frontion.
Tako necessary precautions in the event of a defeated Chinese Jamy souling refugo in the low Territories.
Tako necessary precautions to prevent civil disturbances organized from outside materializing in the Colony.
Hot a minor expedition to the China Coast in the vicinity
of Hong Kong in the event of a serious deterioration of the Chinese situation.
2. PRESENT GARRISON STRENGTH.
The present strength of the garrison is, excluding administrative and non-divisional units, two infantry brigades. The brigados are committed to the task of maintaining law and order and no reserve is available to moet an emergency. The reasons are

In peace time a local police force of approximately 2,700 operated on the frontier and in Kowloon and Hong Kong. present this force is virtually non-existent and fighting troops are employed in their place.

The Hong Kong Volunteer Defence Corps has been disbanded, which entails nare non being employed in a static V. P. defonco rolo. There is no immediate prospect of this force being reconstituted as an effective organization.
FUTURE GARRISON STRENGHL
To carry out the tasks in paragraph 1, it is recomended that the garrison strength should be increased from two Infantry Brigades to a British Division loss one Infantry Brigade Group.
