DRAFT REPORT TO THE DEFENCE COMMITTEE
Cormndor in Chief A.L.F.S.E.A. wishes to obtain a docision on the Normal Punca-Time Garrison of Hong Kong. He recommends that this Garrison should be one British Infantry Brigadu and one Field Ruginnt.
2. When we considered the future garrison of Hong Kong wo docided that it should consist of:-

(a) Two Infantry Brigades until the Civil Police
Force has been properly re-established.
(b) Thereafter, one Infantry Brigade for a period
of time which it is not yet possible to forecast, but that eventually, depending on the situation
in China, c further reduction would be possible.
The present position is as follows:-
(a) 3 Commando Brignac is in Hong Kong.
The Army
Commando of which wrstun out by Documber, 1916. The three rino Commandos rumain.
(b) The Indian Government have agreed that 150 Indian
Infantry Brigade can remain in Hong Kong for the presunt.
(c) The Colonial Office ustimate that the Civil Police
Force will be re-established by 1 January, 1947

and are exnining, as in G.0.0. Land Forces in Hong Kong, the possibility of reising Volunteer forces, including Police Reserve, in tho Oolony.
The Defence Committee approved n policy that Hong Kong
It has, should be considered to be an undofunded port. however, buon greed that although Hong Kong cannot be dofonded against an attack by n jor power in occupation of the Chinese rinland, it could be used as an operationcl navel and air bago in a war in the Pacific in which China waA in friendly hands. To ensure this use Internal Security and the protection of the Colony against the incursions of Chinc sc Querilles must be assured.
To tie up regular British troops in such a rolo is most uneconomicnl. Instead it is consiàurud that this could bo ontrusted to less highly equipped end trained forces such as a Gendarmerio or Police Torcu nkin to the Palestino Polico.
