Tonsure thic use Internal Security and the protection of the Colony against the incursions of Chincoo Querilles must be assured.
To tie up regular British troops in such a role is most uneconomionl. Instead it in considered thrt this could bo ontrusted to luss highly equippud end trainod forces such as a Gondaimeric or Policu Force akin to the Palestino Police.
