The Commitive had before them a joint memorandum by the Foreign Office and the Colonial Offieu on the future of

In this memorandum attention was drawn to recent indictions of the r. surgence of Chincs C national feeling regarding Hong Kon~ and the possibility that rucunt informel appronchus on behalf of the Chinese Gov.rnm.nt would be followed by a formal request for the opening of negotiations for the rundition of all or part of the Colony. In the circumstances it appeared to bo desirable to examine:-

(i) the question whether we should take the

initiative in opunin; negotiations with the Chinese;

(2) The line that we should take in the event

of negotiations undertaken on our own initiative;

and,

(3) The modifications to (2) that might be necessary

if it were left to the Chinese to open

negotiations.
