The Commitive had before them a joint memorandum by the Foreign Office and the Colonial Offieu on the future of
of Hong Kon“ P... (0) (46) 122. In this memorandum attention was drawn to recent indictions of the r. surgence of Chincs C national feeling regarding Hong Kon~ and the possibility that rucunt informel appronchus on behalf of the Chinese Gov.rnm.nt would be followed by a formal request for the opening of negotiations for the rundition of all or part of the Colony. In the circumstances it appeared to bo desirable to examine:-
(i) the question whether we should take the
initiative in opunin; negotiations with the Chinese;
(2) The line that we should take in the event
of negotiations undertaken on our own initiative;
and,
(3) The modifications to (2) that might be necessary
if it were left to the Chinese to open
negotiations.
