notice before the crops are planted, the oom munication of a decision at a later date will involve additional administrativo, political and financial difficulties,

The cost of constructing an airfield at Deep Bay, estimated at £3,750,000, and the time needed for its construction, estimated at twenty-seven months, are both considerable, but the site at Deep Bay appears to be the only one in Hong Kong on which an airfield espable of accommodating four-engined civil aircraft could be constructed. The Hong Kong (overnment could not itself shoulder anythin, like the whole of this expenditure, even though they are anxious that the colony should become a fooal point for air services operating in and through that area. Accordingly, before we ask lionę kang what proportion of the cost they would be willing to bear we should be grateful for your views as to the importance irom the united Kingdon point of view of the Deep bay project, and fer an indiontien of the proportion of the total cost which could be sacepted as a charge against your Votes, if the reminder own be found from looḥl or other sources.

Dinge the above wa drafted we have received Rateliffe Cousins' letter No, R. 8439 of the 23rd of april to vile. We still feel that we want your views as indiented in the preceding paragraph before we aan usefully consult ilong Kong further.

Yours sincerely,

light.
