our workmen supplement their ration with good rice at a reasonable price

With the present price of clothing here workmen are having great difficulty in clothing their families and are very concerned about the clothing position during the coming Winter. The attached advertise- ment (from one of the local papers) has been handed to us by the Chinese In charge of our food depot with the request that we order 10,000 of these garments and they assure us that the garments will be readily sold in the depot. Provided you can arrange speedy delivery, and if this sort of thing is available at home, at something like the price indicated in the advertisement, we would like you to send a consignment to us.

There is a great deal of work involved in the running of the food depot and the greater part of the work is carried out by unpaid voluntary labour. Without being unduly trustful we do believe that this war has been responsible for the development of a sense of social responsibility amongst large number of the Chinese.

We shall probably also invite the Committee to advise us on matters relating to training of workers and working conditions. le would like to interest the Chinese in the question of the training of apprentices as there can be no marked raising of the standard of labour until we have a bet er system in all departments for the training of apprentices.

We hope the foregoing will receive your blessing. We think a great deal of good can be accomplished at little cost and any scheme calling for large expenditure will be submitted for the Directors' approval.
