Action on the Australia telegram at (71) has been outstanding for some time. I have therefore written to Mr. Swire and given him what information he can have and we should also telegraph to Hong Kong as in the draft herewith.

Before we reply to the letter ut (75) from the Chairman of the China Association we should obtain the concurrence of the M.C.A. in the terms of our proposed reply and I have accordingly written to Major Jones seeking his Ministry's concurrence as in the flimsy opposite.

The Foreign Office, having rushed in, have not really got any further, us we intended to keep them informed of the discussions regarding the airfield project in any cuse. (76) can therefore be put by.

At (77) we have a report prepared by

Mr. Moss, the Director of Air Services, Hong Kong, about the traffic potentialities. This is a useful report and is particularly interesting in that it shows that the umount of air traffic passing through Hong Kong is much higher than might have been expected from pre-war experience. Mr. Moss also gives six reasons why Hong Kong is superior to Canton as the site for an international airport. The Ministry of Civil Aviation will be interested in this report, which we should pass on to them under cover of the flimsy opposite.
