"Enemy" banks liquidation pool.

Colonial Office advise no immediate legislation necessary to ensure that payments through the Pool are valid discharge, since proposed debitor-creditor legislation will validate fully payments in Hong Kong currency to or by liquidators ‹ See section 3(1) of draft law enclosed in Secretary of State's accret despatch No. 171 of 20th September,

Pending enactment of debitor-creditor legislation (on which Colonial Office will be communicating further) moratorium affords all necessary protection. Ends.
