EL Section 5 of the principal Ordinance is repealed and replaced by the following—

Any regulation under this Ordinance may imposs penalties for offences against the came not exccoding imprisonment for 3 months and a fine of $2,000 for each offence, with or without penalties for continuing offences not exceeding for any continuing offence $100 for every day during which the offence continues.",
