(c) in subsection (5) by deleting "such postage or sum or deficiency shall be payable by the sender" and substituting the following- "payment under this section shall be due from the sender": and

(d) in subsection (6) by deleting "much postage or sum or deficiency shall be payable by the addressee" and substituting the following- "payment under this section shall be due from the addressee".
