Reasons for amendment.

Leave out the existing paragraph and insert in lieu the Consequent upon the amendment to 5.0. 23, following-

“(6) An amendment, the object of effect of which may, in the opinion of the Chairman, be to dispose of or charge any part of the revenue or other funds of the Colony of Hong Kong, shall, unless moved by an za officio Member or an Official Member, require the recom mendation of the Governor, which shall be notified by the Unofficial Member when moving the amendment,
