The Emergency (Firework) Regulations, which were enacted in 1967 mainly for the purpose of depriving those who made terrorist bombs of the material with which to make them, conferted power to seize fire works, made provision as to payment of compensation to persons from whom freworks were seized and required any person havlog fireworks in his possession, other than a person to whom a licence to store fireworks had been granted under the Dangerous Goods Ordinance, to notify the Commissioner of Mines or the officer in charge of any police station.
2. Those regulations enabled the Authorities to exercise the necessary control of fireworks in the circumstançon existing at the time of their enactment. It is considered that adequate control can be exercised in relation to tireworks under the Dangerous Goods Ordinance and the regulations made thereunder.
3. Under section 6 of the Dangerous Goods Ordinance the manufac ture, storage, conveyance or use of dangerous goods which includes Freworks is prohibited except under licence. Certain exceptions to that provision in relation to the conveyance and storage of quantities of dres works of less than 50 lb. are contained in the Dangerous Goods (General) Regulations and those regulations are being amended, concurrently with the repeal offected by these regulations, to remove these exceptions and thereby subject any quantity of fireworks whatsoever to control.
