5. The Third Schedule to the principal regulations is amended-
(a) by deleting "Shek Shan" from below the heading "A.
Central Areas."; and
(b) by adding the following under the beading "B. Ourifying
Areas.
"Fo Tan".
6. The Fifth Schedule to the principal regulations is amended by inserting the following at the end thereof—

Licence in respect of land occupied by a welfare or other non-profit-making charitable organization for educational purposes or such other purposes as may be approved by the competent authority.

The principal regulations are amended by adding the following Schedule after the Fifth Schedule-

Explanatory Note.
(This Note is not part of the regulations, but is intended to indicate their general purport).
Regulation 2 adds to the principal regulations a new regulation (regulation 7A) which provides that the fees payable to the Crown for the occupation of land authorized by permit under section 524 of the Ordinance for the purpose of outside seating for restaurants shall be those fees prescribed in the Sixth Schodulo.
Regulation 3 amends Form 3 in the First Schedule to the principal regulations by adding a further condition to the General Conditions of Tenancy. The purpose of this additional condition is to provide for the subletting of shop and factory promises subject to such conditions as are imposed by the competent authority.
