Explanatory Note.

(This Note is not part of the regulations, but is intended to indicate their general purpart).

The principal regulations in several instances permit the charging of fees for the issue of duplicate certificates, and other documents, though it W84 never the intention to impose charges in such cases, By these regula. tionu it is proposed to rectify the position accordingly.
