* A sum not exceeding one thousand mine hundred and twenty-two million, six hundred thousand, one hundred and ten dollars shall be and the same is hereby charged upon the revenue and other funds of the Colony for the service of the financial year commencing on the 1st day of April 1967, and ending on the 31st day of March 1968, and the said sum so charged may be expended in the manner expressed in the Schedule.
