Explanatory Note.

(This Note is not part of the regulations, but is intended to indicate their general purport),

These regulations, in conjunction with the Urban Cound) (Amendment) Ordinance 1966, implement, to the extent accepted by Government, the recom- mendations of the Working Party on Urban Council Franchise and Electoral Registration Procedure contained in their Report published in September 1965, and at the same time make other changes of a minor nature and clarify certain aspects of the law on which doubts have arisen.

2. The main changes made in these regulations arising from recommenda- doo of the Working Party are as follows

(1) The abolition of automatic registration of new electors. In order to be included in the register of electors, a new elector (even if he has been included in the list of common jurors) will have to apply on the appropriate form and at the appropriate time for inclusión in the register of elector.

(2) The introduction of a six-yearly check. At least once every six years the registration officer will be required to send a notice to cach person (with limited exceptions) on the last previous final register of electors inquiring whether or not such person satisfies the three years" ordinary residence requirement nosessary for continued registration (see section 15A of the Urban Council Ordinance 1955 as amended by the Urban Council (Amendment) Ordinance 1966), whether or not such person has become disqualified and whether or not such person wisher to continue to be registered. Failure to reply as required will generally result in mission from the register. In addition, public notice is required to be given of the six-yearly check. This first such chock will be in 1966. (reg. 10),

(3) The division of the Colony into electoral districts and the assignment of cloctors to polling stations. The Colony will be divided into electoral districts and one polling station will be designated for each district. In general, electors will be listed in the register under the district in which they reside and will be entitled to vote only at the polling station designated for that district, save that the revising officer may, on due application by an elector, transfer the applicant's entitlement to vote to another polling station if he considers that there are special grounds for so doing. (regs. 3, 4, 13 and 19).

(4) The introduction of a new time-table for registration procedure, etc,

as follows-

(c) Provisional register open for inspection and acceptance of late applications, objections to pames on provisional register and notices of change of poll- ing stations

(d) Determination of disputed cases by

Different dates and periods are, however, prescribed for the 1966/67 register. Some variation is prescribed where a period specified ends on a general holiday.
