Regulation 5 of the principal regulations is amended—
(a) by the deletion of paragraph (1) and the substitution therefor
of the following —
"(1) Any person in charge of any vessel shall comply with the requirements of the Director who may-
(a) order such vessel to anchor or secure in any
place;
(6) prohibit such vessel from anchoring or securing
in any place;
(e) order such vessel to move from any place in the waters of the Colony to any other place therein.”: (6) in paragraph (2), by the deletion of the last sentence; (c) in paragraph (3)-
(0) in sub-paragraph (c), by the deletion of the full stop at the end thereof and the substitution therefor of a semi-colon; and
(i) by the insertion, after sub-paragraph (c), of the following new sub-paragraphs-
"(d) except with the prior permission of the Director, in the case of vessels having an overall length exceeding three hundred feet, within the Yau Ma Tei Anchor- age; or
(e) except with the prior permission of the Director, at any place at which anchoring, berthing, mooring, lying or loitering is prohibited by notice to that effect com- spicuously posted at that place by order of the Director of Marine."; and
(d) by the insertion, after paragraph (3), of the following new
paragraphs
"(4) Except with the prior permission of the Director, no dead ship shall be anchored, moored or secured at any place within the waters of the Colony nor, except with such permission, shall any repairs be undertaken upon any ship which is so anchored, moored or secured which will result in such ship becoming a dead ship.
(5) For the purposes of paragraph (4)— (a) any permission granted by the Director may be granted subject to such conditions as the Director may think it in the circumstances; and (b) the expression "dead ship" means a ship which is unable within twenty-four hours notice to have her main propulsion machinery capable of effec tively propelling the ship.".
9.
Regulation 6 of the principal regulations is amended--

(a) by the deletion of paragraph (1) and the substitution therefor den 6.
of the following—
"(1) Subject to the provisions of this regulation, the appropriate prescribed fees shall be paid in respect of the anchorage in the waters of the Colony of any vessel which continues to lie at anchor after the first 30 days."; and
(b) in paragraph (2), by the deletion of the figures "60" and the
substitution therefor of the following—
"three hundred".
10. Regulation 7 of the principal regulations is revoked and Revocation replaced by the following—

7. Any vessel, other than one plying solely within the regulation 7. waters of the Colony, shall—
(a) when under way in any port of the Colony between sunrise and sunset, keep her identification flags hoisted and also fly, well clear of the identification flags. the appropriate berthing signal. if any. specified in the Eighth Appendix, and
(6) when under way in any part of the waters of the Colony between sunset and sunrise, identify her- self, if so required, to any vessel of the Govern+ ment or any British warship and also, if entering or leaving the waters of the Colony, identify her- self, if so required or not, to either the signal slation situated on Waglan Island or on Green Island.".
11. Regulation 8 of the principal regulations is revoked and Revocation replaced by the following---

8. (1) Subject to the provisions of paragraphs (2) regulation 8. and (3), vessels under way in any port of the Colony shall proceed with caution and at a speed not exceeding ten knots. (2) No vessel under way in the entrance to or within any typhoon shelter shall proceed at a speed exceeding three knots.
(3) Within the limits of Victoria Harbour no vessel shall proceed at a speed exceeding the following-
(a) in the case of a vessel not exceeding an overall
length of fifty feet-
