(Chapter 241).

EMERGENCY (DEPORTATION AND DETENTION)

(AMENDMENT) REGULATIONS, 1963.

In exercise of the powers conferred by section 2 of the Emergency Regulations Ordinance, the Governor in Council has made the following regulations......

1. These regulations may be cited as the Emergency (Deportation Citation Food Detention) (Amendment) Regulations, 1963.

and replace- meat of

2 Regulation 3 of the Emergency (Deportation and Detention) Revocation Regulations, 1962 is revoked and replaced by the following-

3. (1) For the purposes of these regulations, there regulation 3. shall be a tribunal or tribunals and every tribunal shall be so/62). called a Deportation and Detention Advisory Tribunal (hereinafter referred to as a Tribunal).

(2) Every Tribunal shall be composed of a President or a President sitting with one or two members selected by the President from the panel appointed under paragraph (4). (3) A President of a Tribunal shall be a judicial officer or barrister or solicitor appointed by the Chief Justice.

(4) The Governor may appoint such persons as he

thinks fit to be members of a panel for the purposes of this regulation.".

Explanatory Note.

(This Note is not part of the regulations, but is intended to indicate their general purport).

These regulations revoke and replace regulation 3 of the Emergency portation and Detention) Regulations, 1962 ao as to allow a Tribunal under Lese regulations to consist either of a President sitting alone or, at a President's discretion, of a President and additional members from a panel. The change is ude owing to the difficulty of obtaining sufficient panel members to enable the Tribunal properly to discharge its functions,
