Explanatory Note

(This Note is not part of the regulations, but is intended

to indicate their general purport).

The main object of these regulations is to provide a greater measure of control over the landing in the Colony of dangerous animals. Paragraph Q of the new regulation 4 inserted in the principal regulations by regulation 2 of these regulations empowers the Senior Veterinary Officer to prohibit t landing of animals that he considers dangerous until he is satisfied that such arrangements have been made for the reception of the animals as will precluck. so far as practicable, the risk of injury to persons or property.

The opportunity has been taken to increase the control over the landing of cattle. Hitherto, a permit to land animats of any kind from a vessel bas been required only if the animals were to be landed between 6 pm, on one day and 6 am, on the following day. Paragraph (198) of the new regulation 4 provides that cattle may not be landed at any time without a special permit The law with respect to the landing of animals other than cattle is unchanged.

3. The opportunity has also becu taken to provide that the controls ca the landing from vessels of attimals, other than dangerous animals, do not appl to animals imported into the Colony direct from China (poragraph (3) of the new regulation 4).

4. Both the Director of Agriculture and Forestry, under the Public Heath (Animals and Birds) Ordinance, and the Governor in Council, under the principal regulations, had power to declare landing places for animals in addition to be landing places prescribed in the principal regulations. It is considered that will be sufficient if only the Director of Agriculture and Forestry has this power and regulation & of the principal regulations has been amended accordingly.
