(4) No person shall remain in a car park after be has been lawfully ordered to leave the car park by an attendant.
(s) No person, without fawful authority, shall mutilate, deface or alter any ticket.
(6) No person, without lawful authority, shall tamper with or interfere with a motor vehicle in a car park.
29. (1) The Colonial Secretary may grant to any person upon such terms as he shall consider appropriate the exclusive right to contract with the owners of motor vehicles using a non-Council car park for the cleaning of their motor vehicles, upon such terms and conditions as he shall consider appropriate.
(2) The granting of such right shall be upon condition that-- (a) such person shall employ in such work only persons
holding a cleaner's permit ; and
(b) the fees charged for such cleaning shall not exceed such fees as may be prescribed by the Colonial Secretary. (3) No such person or employee of such person shall interfere with or otherwise tamper with any motor vehicle unless he is duly authorized to do so by the registered owner of the motor vehicle. (4) The Government shall not be responsible for nor shal! accept any liability in respect of any injury or damage caused to any motor vehicle or to any person or thing by any person to whom such right as is referred to in paragraph (1) has been given in respect of a car park or by any person in the employ of such person.
PART V.
Offences, penalties and repeal.
30. Any person who contravenes any of the provisions of regulation 3, 5, 6, 9, 13, 14, 15, 27, 28, paragraph (2) of regulation 7, paragraph (1) of regulation 16, paragraph (2) of regulation 17, paragraphs (1) and (6) of regulation 23, paragraph (3) of regulation 25, or paragraph (3) of regulation 29, shall be guilty of an offence and, on summary conviction, shall be liable to a fine of five hundred dollars.
31. Regulations 19, 144, 187, 188 and 189 of the regulations headed "Vehicles and Traffic Regulation" appearing on pages 723 to 816 of Volume II of the Regulations of Hong Kong (1937 Edition) are rescinded.
