Provided that this regulation shall not apply in the case of trailers which, in compliance with these regulations, are fitted with brakes which automatically come into operation on the overrun of the trailer.

116. No person shall drive a motor vehicle in such a manner that any part of such vehicle other than the wheels or tracks of such vehicle or the earthing chain of a goods vehicle carrying inflammable goods touches the road.

116. (1) No motor vehicle shall tow any other vehicle unless the tow rope or chain be so adjusted that the distance separating the nearest points of the two vehicles shall not exceed fifteen feet, and steps have been taken to render the tow rope or chain easily distinguishable by other users of the road.

(2) No motor vehicle shall tow any other motor vehicle all the wheels of which are in contact with the ground unless the vehicle which is being towed is in charge of a person holding a driving licence appropriate to the vehicle which is being towed and unless the brakes and steering gear thereof are such that the person in charge of the vehicle which is being towed can exercise control over the speed and direction thereof :

Provided that where a velicte which is being towed is attached to the towing vehicle by a rigid tow bar it shall not be necessary for the brakes of the vehicle which is being towed to be in working order if the brakes of the towing vehicle are such that the person driving the towing vehicle can exercise control of the speed of both vehicles.

(3) A vehicle being towed shall carry a notice affixed to the rear thereof containing the words "ON TOWTM and the characters

in six inch letters in white on a dark surface.

117. No motor vehicle which exceeds twenty-four feet in length shall draw a trailer :

Provided that-

(a) this regulation shall not apply to any case where a broken down vehicle is being drawn by a motor vehicle in consequence of the breakdown;

(b) the Commissioner by permit in writing subject to such terms and conditions and for such period as appears to him fit may authorize the use of a motor vehicle in con- travention of this regulation.
