Explanatory Nole.

(This Note is not part of the by-laws, but is intended to indicate their general purport).

The main object of these by-laws is to transfer the powers and duties of the Senior Veterinary Officer in respect of slaughter-houses 10 the officer in charge, consequent upon the transfer of the Senior Veterin- aty Officer from the Urban Services Department to the Department of Agriculture, Fisheries and Forestry.

2. It is considered that food officers with the authority of the Director of Urban Services should have power to condemn carcases in slaughter-houses which are found to be unit for human food. By-law 2 adds a new by-law 12A, having this effect.

#. The opportunity has been taken to make certain other minor amendments to the principal by-laws, notably, to reduce the number of persons having access to slaughter-bouses under by-law 12 of the principal by-laws, and to substitute "Urban Services Department" for the old title "Sanitary Department",
