Explanatory Note.

(This Note is not part of the regulations, but is intended to indicate their general purport).

The new Second Schedule will have the effect of bringing the permit fees and the permit fee structure for Tai Wo Hau Resettlement Area into line with those for the outlying areas prescribed by the Emergency (Resettlement Areas) (Amendment) General Rules, 1958, (G.N.A. 19/66) which came into force on the 1st April, 1958. As a result of this increase the revenue from permit fees will still not be sufficient to cover the annual recurrent costs of administration, maistenance and sanitation of this resettlement area but will approximate more closely to them. At the same time the permit fee structure has been sloplifed so as to facilitate the introduction of a new system for the collection of permit fees.

PUBLIC HEALTH (FOOD) ORDINANCE. (Chapter 140).

MILK AND DAIRIES (AMENDMENT) BY-LAWS, 1956.

In exercise of the powers conferred by section 5 of the Public Health (Food) Ordinance, the Urban Council has made the following by-laws-

1. These by-laws may be cited as the Milk and Dairies Citation, (Amendment) By-laws, 1956.

2. The Milk and Dairies By-laws (hereinafter referred to as Addition the principal by-laws) are amended by the addition after by-law of new

by-law 48. 4A of the following new by-law-

"48. By-laws 4 and 4A shall not apply to any beverage kept at any premises for sale and consumption on the premises. "

3. By-law 6 of the principal by-laws is rescinded and Rescission replaced by the following by-law

"6. (1) No person shall-

(a) sell, offer or expose for sale any milk; or

(b) own, manage or use any pasteurization plant, except under and in accordance with a licence issued by the Council.

(2) On every such licence shall be affixed a photograph of the licensee.

(3) Any such licence shall be valid for such period not exceeding one year as the Council thinks fit,

By-law 16 of the principal by-laws is rescinded and Rescission replaced by the following by-law-

16. Except with the written permission of the Council, 1. no licensee shall have in his pasteurization plant or milk shop any milk derived otherwise than from a place specified in a valid licence issued under the Dairies Regulations, 1956. ".
