Penalties.
(3) Any phlegm, spittle or saliva on the floor of any dairy shall be promptly swept up and removed.
(4) A sufficient quantity of disinfectant fluid shall be kept in every spittoon provided in a dairy.
(3) Every spittoon provided in a dairy shall be thoroughly cleansed daily.
31. (1) Any person who contravenes the provisions of regu- lation 3(0) or 7 shall be guilty of an offence and liable to a fine of two thousand dollars.
(2) Any licensee who contravenes the provisions of regula- tion 6, 19, 20 or 22 shall be guilty of an offence and liable to a fine of one thousand dollars.
(3) The licensee of any dairy in or in respect of which the provisions of regulation 8(1), 9, 10, 11, 12, 13, 14, 15, 16, 17, 25. 27, 30(2), 30(3), 30(4) or 30(5) are contravened shall be guilty of an offence and liable to a fine of one thousand dollars.
(4) Any person who contravenes the provisions of regulation 18, 24(2), 26 or 30(1) shall be guilty of an offence and liable to a fine of one thousand dollars.
(5) Any person who contravenes any order made under regulation 24(1) or 28 shall be guilty of an offence and liable to
a fine of one thousand dollars.

(6) Any licensee who employs any person in contravention of regulation 24(2) shall be guilty of an offence and liable to a Eine of one thousand dollars.
(7) Any person who obstructs any health officer or food officer in the exercise of any power conferred by these regulations shall be guilty of an offence and liable to a fine of one thousand dollars.
Explanatory Note.
(This Note is not part of the regulations, but is intended to indicate their general purport).
The responsibility for the control of dairies rests at present in the New Territories with the District Commissioner under the New Territories Rules, and elsewhere in the Colony with the Urban Council under the Milk and Dairies By-laws. These regulations in replacing those rules and by-laws transfer this responsibility throughout the Colony to the Depart- ment of Agriculture, Fisheries and Forestry, and substantially incorporate the relevant provisions of existing legislation relating to dairies.
