5.
Regulation 4 of the principal regulations is amended by- (a) the deletion from paragraph (1) of the words "The Director" and the substitution therefor of the following- "A competent authority";
(b) the deletion from paragraph (1) of the full stop and the addition at the end of the said paragraph of the following-
"or to do anything in respect of any agricultural poison the doing of which is prohibited by regulation 3 except under permit.".
Regulations of the principal regulations is amended by the addition after the words "the Director" wherever they appear of the following-
(c) the deletion from sub-paragraph (d) of paragraph (2) of
the full stop and the substitution therefor of the follow ing-
"or which appears to be or contain evidence of the commission of any offence against these regula- tions.".

Amendment

Regulation 7 of the principal regulations is amended by-
(a) the deletion of paragraph (1) and the substitution therefor
of the following-
"(1) The following persons shall be inspectors for the purposes of these regulations-
(a) any authorized officer as defined by sub- section (4) of section g of the Importation and Exportation Ordinance as modified by regulation 7 of the Emergency (Importation and Exportation Ordinance) (Amendment) Regulations, 1953;
(Cap. 50).

(b) any other person, being a public officer, appointed by a competent authority.";
(b) the deletion of sub-paragraph (b) of paragraph (2) and
the substitution therefor of the following-
"(b) to enter and search any place and to stop, board and search any vessel, vehicle or aircraft in which he has reason to suspect that an offence against these regulations has been committed;"";

The Emergency (Agricultural Poisons) Regulations, 1955, (G.N.A. 71/65) (the principal regulations) which came into operation on 15th July, 1965, banned as from that date the acquisition, importation and All use of certain insecticides and further prohibited possession without licence of them from 16th August, 1955.
2. The principal regulations are amended by these reculations in the following respects-
(a) the Director of Commerce and Industry is appointed a competent authority under the regulations in addition to the Director of Agriculture, Fisheries and Forestry;
(8) a competent authority is authorized to issue permita to import, export, use and deal with the insecticides governed by the regula- Lions this will enable for example permission to be granted for insecticides to be shipped in transit through the Colony and to be imported and used for research and experimental purpose;
(c) "authorized officers" under the Importation and Exportation Ordinance (Chapter 50) are appointed inspectors for the purposes of these regulations and the powers of inspectors are clarified.
