Form 4.

(2) Each nomination paper shall be in English except for the signature which may be in English or in Chinese and shall state the full name in English and, if Chinese, in Chinese characters (as these appear on the current electoral register), place of residence and description of the candidate.

(3) The surname shall be placed first in the list of names.

(4) The description shall not refer to the candidate's political activities.

(5) If the description is unduly long the returning officer at his absolute discretion may shorten it,

(6) Each nomination paper shall be subscribed by two electors as proposer and seconder and by eight other electors as assenting to the nomination.

(7) After the 15th day of February, 1956, the electoral numbers of such electors shall be specified.

(8) The returning officer at the request of any elector shall supply such elector with a form of nomination paper at the place and during the time for delivery of nomination papers and shall if requested prepare a nomination paper for signature.

(0) It shall not be necessary for a nomination paper to be on a form supplied by the returning officer, provided that such nomination paper is in accordance with Form 4.

(10) No person shall subscribe at any election more nomina- tion papers than the number of vacancies to be filled at such election and, if he does. his signature shall be inoperative on any papers in excess of such number.

6. A person shall not be validly nominated until there is nomination, delivered to the returning officer at the place and within the time as to for delivery of nomination papers-

7. (1) Where a nomination paper has been received by the Validity returning officer at the place and within the time stipulated therefor of nomina- and the requirements of regulation 6 have been fulfilled, the candidate shall be deemed to stand nominated unless and until the returning officer decides that the nomination paper is invalid or until proof is given to the satisfaction of the returning officer of the death of the candidate or the candidate withdraws his consent to nomination.

(2) The returning officer shall be entitled to hold a nomina- tion paper invalid only on one of the following grounds-

(a) that the particulars of the candidate or of the persONS subscribing the paper are not as required by law; or

(b) that the paper is no subscribed as so required. (3) The returning officer shall give his decision on any objection to a nomination paper as soon as practicable after he has made such decision.

(4) If the returning officer decides that a nomination paper is invalid he shall endorse and sign on the paper the fact and the reason for his decision.

(5) The decision of the returning officer that a nomination paper is valid shall be final and shall not be questioned in any proceedings whatsoever save and except-

(e) as regards the incligibility for nomination of the

candidate; or

(b) in any election petition.
