5. Regulation of the principal regulations is hereby omended--

(4) by the rescission of paragraph (1) thereof;

(b) by the deletion of the symbols and figure (a)" at the

beginning of paragraph (2) thereof; and

(c) by the replacement of the marginal reference thereto us

follows-

"Appointment, promotion, removal and retirement of officers."

6. Regulation 12 of the principal regulations is hereby amended by the addition at the end thereof of the following-

"Without prejudice to the provisions of any regulations so laid down and in default thereof the rules as to training and instruction contained in the First Schedule shall apply to all waits of the Force."

7. Regulation 13 of the principal regulations is hereby replaced by the following new regulation 13-

(2) For the purpose of ensuring compliance with the provisions of paragraph (1) a Commanding Officer may at any time after the completion of the quarter in respect of which liability to attend instruction periods has been deemed to accrue by paragraph (1) from time to time require attendance at such number of instruction periods, attendance at which is necessary to discharge the liability imposed by paragraph (1).

(3) Any officer or member who feels aggrieved by any order given by the Commanding Officer under paragraph (2) may appeal in writing, stating the grounds of his complaint, to the Commandant through his Commanding Officer. The Commandant may in his discretion, confirm, vary or reverse the order which was the subject of the complaint and his decision in the matter shall be final.

(4) The provisions of paragraphs (1), (2) and (3) shall apply mutatis mulandis to such instruction periods as may have been lawfully substituted in accordance with the regulations applicable for the instruction periods prescribed.

8. Regulation 19 of the principal regulations is hereby Amendment amended-

(a) by the substitution of the word "Reserve" for the word

"Forco" in sub-paragraph (a) of paragraph (3); and

(b) by the deletion of the words "in the Auxiliary Force or"

in the first line of paragraph (4)-

21. (1) The rates and conditions governing the payment of instruction allowances shall be as prescribed regulations. in the Second Schedule.

(2) The rates and conditions governing the pay- ment of bounties shall be as prescribed in the Third Schedule."

(3) Notwithstanding anything contained in the Second Schedule or the Third Schedule a Commanding Officer who shall be the sole judge of the sufficiency of the cause may deprive a member of instruction allow- ance in respect of—
