PROCLAMATION,

By His Excellency Sir CECIL CLEMENTI, Knight Commander of the Most Distio- guished Order of Saint Michael and Salut George, Governor and Commander-in-Chief of the Colony of Hong Kong and its Dependencies and Vice-Admiral of the same.

Whereas by the second section of the Commissioners Powers Ordinance, 1886, it is enacted that the Governor in Council shall have power to nomiuate aud appoint Commis- sioners under the public seal for the purpose of instituting, making, and conducting any inquiry that may be deemed advisable and for reporting theroon .

And whereas the Governor in Council has deemed it advisable that an inquiry should be instituted, made, and conducted as to the circumstances under which the 8.8. Sunning was on the 15th November, 1926, seized by pirates while on the voyage from Shanghai to Hong Kong; and in particular:

(a) to inquire how it was possible for the pirates to get on board the steamer

with arms in their possession;

(6) to inquire how it was possible for the pirates to seize the ship;

(a) to consider the efficiency of the anti-piracy fittings in the ship and to make

recommendations as to alterations and auditions, if any. deemed necessary in the S.S. Summing or other sea-going ships; and

that may

be

(d) to consider the supply of armed guards, the number to be carried and their

administration.
