Gonernor,

By His Excellency Sir FRANCIS HENRY MAY Kaight Commander of the Most Dia- tinguished Order of Saint Michael and Saint George Governor and Commander-in-Chief of the Colony of Hongkong and its Dependencies and Vice-Admiral of the same :

Whereas by section 12 of the Fugitive Offenders Act 1881 it is provided that it sluull be lawful for His Majesty from time to time by Order in Council to direct that Part II of the said Act shall apply to the group of British possessions mentioned in the Order and to limit the application of the said part of the said Act by such conditions exceptions and qualifications as may be deemed expedient :

Sim And whereas by Order of Her late Majesty Queen Victoria in Council made on the 12th day of December 1885 it was ordered that Part II of the Fugitive Offenders Act 1881 should apply to the group of possessions therein montioned that is to say the Straits Settlements Hongkong and Lehman:

And whereas by section I of the Fugitive Offenders (Protected States) Act 1915 it was provided that His Majesty by Order in Council might direct that the Fugitive Offenders Act 1881 should apply as if subject to the conditions exceptions and qualifications (if any) contained in the Order any place or group of places over which His Majesty extends his protection named in the Order were a British Possession:

And whereas by the Straits Settlements and Protected States Fugitive Offenders Order in Council 1916 it was ordered that subject to the provisions of that Order the Fugitive Offenders Act 1881 ahould apply as if the Federated Malay States and the States of Johore Kedah and Perlis Kelantan Brunei and North Borneo were British Possessions:

And whereas by the Straits Settlements and Protected States Fugitive Offenders Order in Council 1917 it was ordered that subject to the provisions of the said Order aud to the provisions of the Straits Settlements und Protected States Fugitive Offenders Order in Council 1916 the Fugitive Offenders Act 1881 should apply as if the States of Sarawak and Trengganu were British Possessions:

And whereas by an Order of His Majesty in Council issued on the 2nd day of January 1918 and to come into operation on the 1st day of February 1918 it is pro- vided that on and after the 1st day of February 1918 the hereinbefore recited Order in Council of the 12th day of December 1885 shall be revoked without prejudice to anything lawfully done therenader or to any proceedings commenced before the said date and that Part II of the Fugitive Offenders Act 1881 shall apply to the group of British Possessions and Protected States hereunder mentioned that is to say British India
