much of the registered tonnage, the numbers are limited by the space check alone, and the tonnage check is not applicable.
In the calculating the numbers which can be taken under the tonnage check in sailing vessels, all persons on board including the master, crew, and cabin passengers are to be counted, reckoning, however, two children between the ages of 1 and 12 as one person; but in calculating the number of statute Adults for the space check, the master, crew, and bona fide cabin passengers are not to be counted.

PROCLAMATION.
JOHN BOWRING.
By His Excellency Sir JOHN BOWRING, knight, LL.D., Governor and Commander-in- chief of the colony of Hongkong and its dependencies, and Vice-Admiral of the same, Her Majesty's Plenipotentiary and Chief Superintendent of the trade of British subjects in China.
Whereas, by an Act of the Imperial Parliament of Great Britain and Ireland, passed in the eighteenth and nineteenth years of Her Majesty's reign, entitled An Act for the Regulation of Chinese Passengers' Ships, under the third clause thereof it is enacted, that “it shall be lawful for the Governor of Hongkong to declare by proclamation, for the purposes of this Act, waht shall be deemed to be the duration of the voyage of any Chinese passengers:- Now therefore, I, Sir JOHN BOWRING, Governor as aforesaid, by this my proclamation issued for that purpose, do declare that the following shall be the rule of computation by which the length of the voyage of any ship carrying Chinese passengers from Shanghae, Ningpo, Foochow, and Amoy, to the several places hereinafter mentioned, shall be computed for the purposes of the act above referred to; that is to say :--
