Today, the main function of JPs is to pay visits to certain institutions including prisons, detention centres, reformatory schools and hospitals to ensure that these institutions are operated efficiently and that no individuals residing in the institutions are deprived of their rights. JPs are also required to perform other duties as directed by the Governor, such as to monitor the repatriation of Vietnamese migrants and carry out ad hoc enquiries.
JPs are at present appointed by the Governor under Article XIV of the Letters Patent, which will lapse after 30 June. We consider that the institution of JP has proved its value over the years and has earned the respect of the community. In order to enable the system to continue after 30 June, we have drafted a Bill to provide a local statutory basis for the appointment of JPs. The JP Bill was introduced into this Council on 19 March and is now being scrutinized by a Bills Committee.
Integrated vehicle emission control strategy to tackle air pollution

Question:
Will the Government inform this Council of:
(a)
the average air quality objective level in each of the districts in the territory;
(b)
the worst air quality objective level and the district in which it occurs:
(c)
the districts which are expected to suffer an obvious decline in the air quality in the coming three years, and the reasons for the decline; and
(d)
the measures in place to improve the air quality in the territory?
