Commenting on the view that it was undesirable to have a legal vacuum on right of abode on July 1, the spokesman explained that the absence of domestic legislation for a short period after July I would not pose any problem.
"The Basic Law, which will come into force on July 1, will provide the legal basis on which the Director of Immigration can make decisions on right of abode As long as the domestic legislation can come into effect within a short period, any subsequent appeal against or challenge to those decisions can then be determined on the basis of the domestic legislation then in place," he said.
