A total of 69 bankrupts or directors as against 86 in 1995 were convicted of insolvency offences. The total amount of fines imposed by the court was $256,535 as against $524,980 in 1995. Thirty-four orders for disqualification of company directors were made by the Court in 1996. The directors concerned were prohibited from acting as directors for periods varying from one to four years.

Thirty-seven warrants of arrest were issued against uncooperative bankrupts or directors in 1996 and six warrants were implemented.

Total dividends declared by the Official Receiver during 1996 (excluding BCCHK) amounted to $62.92 million in 249 insolvencies, as against $71.7 million in - 242 insolvencies in 1995.

One hundred per cent preferential payments or ordinary dividends were declared in 99 insolvencies as against 100 cases in 1995. Substantial dividends were also declared to the creditors of Vucan Co Ltd ($3.75 million), Shuen Kwok Tung trading as Hansom Engineering Co ($4.09 million) and Alan Tin Chao Lau ($3.31 million).

Survey on port back-up operations in NT being conducted

The Task Force Black Spots (TFB) of the Lands Department is conducting a blanket survey on existing port back-up operations in the New Territories.

"The survey, to be completed next month, is aimed at getting a proper understanding of these operations in order to help long-term planning and development," the Government Land Agent/TFB, Mr Allan Hay, said today (Sunday).

According to a report submitted to the Special Committee on Cleaning Up the New Territories, the TFB continued to make progress in cleaning up environmental black spots in the New Territories.

In the Pat Heung Pilot Action Area, the TFB had considered 158 cases covering 18.6 hectares by the end of last year.

"A total of 59 existing use (EU) undertakings covering eight hectares of land had completed the required in-situ environmental improvement works (IEIW).
