Mr LI Shaj-hung
Mr Li joined the civil service in 1963 and was promoted Senior Clerical Officer in 1981. His entire career has been spent in the Correctional Services Department.

Dr Liao has been a member of the Consumer Council since 1989 and chairs the Research and Testing Committee. She is also active in the field of environmental protection.

Dr Liao has been involved in the application of new technology to industry in Hong Kong and the development of tertiary education. He is a member of the Industry and Technology Development Council.
Mr NG Shui-lai, JP
A social worker, Mr Ng has been a member of the Hong Kong Christian Service since 1968 and Director since 1988. He is active in a wide range of community and social work.
Dr Edward George PRYOR, JP
Dr Pryor joined Government service in 1965 as a town planner and is now Principal Government Town Planner. He has been involved in strategic planning for the territory over many years and is also active in community work.
Ms Carlye TSUI Wai-ling, JP
Ms Tsui has been active in educating the Hong Kong public concerning AIDS. She is Chairman of the Committee on Education and Publicity on AIDS (CEPAIDS) and a member of Advisory Council on AIDS.
