Mr James KWAN Kin-cheung
Mr Kwan joined the civil service in 1964 and was promoted Senior Principal Executive Officer in 1995. He has been departmental administration officer in the Government Secretariat, and the Customs and Excise and Education Departments.
Mr Wilfred LAM Wing-sun
Mr Lam has contributed over 43 years to the Civil Aid Services as a volunteer. He is now the Tactical Force Commander responsible for the Mountain Rescue, Emergency and Liaison Units.
Miss LEE Lai-shan
Miss Lee is a windsurfer and the first Hong Kong athlete to be ranked World number one in any sport. She won an Olympic Gold Medal at the recent Games in the United States.
Mr Andrew LEUNG Kwan-yuen
Mr Leung is an industrialist and has been involved in establishing an industrial training system for the clothing and textile industries. He has also served on a number of committees connected with the industry.
Mr LEUNG Shou-chun
Mr Leung became an Assistant Land Surveyor in 1956 and was promoted Principal Government Land Surveyor in 1995. He is currently Head of the Survey and Mapping Office in the Lands Department.
Mr Simon LI Pak-ho, JP
Mr Li has served in the Housing Department for 33 years and is now a Senior Assistant Director of Housing. Recently he has worked on improving the environment and management of housing estates.
