Bridge testimony to success of minor works projects

The nine New Territory district working groups set up by the Home Affairs Department (HAD) have been an effective channel in reflecting local needs and implementing the Rural Planning Improvement Strategy (RPIS) Minor Works, the Director of Home Affairs, Mrs Shelley Lau, said today (Saturday).

Speaking at the opening ceremony of the Pat Heung Sek Kong Bridge - one of the latest completed RPIS Minor Works projects - Mrs Lau said the working groups were tasked with prioritising projects, looking after and monitoring the planning and implementation of district RPIS projects.

They were chaired by their respective district officers and comprised representatives of rural committees and relevant departments.

HAD also established a central RPIS Minor Works Steering Committee to render advice on policy issues related to RPIS implementation, endorse district programmes and monitor progress.

The Executive Council had earmarked $1.6 billion in 1989 for the 10-year implementation of RPIS Minor Works programme to improve the infrastructure and living environment in rural areas.

"To make use of the close relationship established between HAD and local communities, HAD has taken over the responsibility of managing RPIS Minor Works programme from the Territory Development Department in November 1994," Mrs Lau said.
