After questioning, the operator and manager of the guesthouses were subsequently charged under Section 5 of the Hotel and Guesthouse Accommodation Ordinance.
The operator and the manager were fined $12,500 and $10,000, for each offence, respectively.
A spokesman for the department said unlicensed guesthouses would not be tolerated and enforcement action would continue to be taken against them to ensure all such establishments are being operated with proper regard for fire and building safety.
He also appealed to members of the public to help in the crack down on unlicensed guesthouses by reporting them to the Licensing Authority on 2881 7034.
