Licensing fees on animals and birds to be increased

Fees for licensing services under the Public Health (Animals and Birds) Ordinance will be increased from July 5.

The revised fees are set out in the following regulations:

Public Health (Animals and Birds) (Amendment) Regulation 1996

Public Health (Animals and Birds) (Animal Traders) (Amendment) Regulation 1996

Dairies (Amendment) Regulation 1996

Public Health (Animals and Birds) (Exhibitions) (Amendment) Regulation 1996

Public Health (Animals) (Boarding Establishment) (Amendment) Regulation 1996

Public Health (Animals) (Riding Establishment) (Amendment) Regulation 1996

The revised fees will apply to permits to remove animals or birds destined for Hong Kong and other places via Hong Kong from a vessel or aircraft; use of a depot to house animals; a licence to carry on business as an animal trader and keep animals for commercial purposes; a licence to maintain a dairy; a licence to exhibit animals or birds commercially on a permanent or temporary basis and licences to operate an animal boarding or riding establishment.

A spokesman for the Agriculture and Fisheries Department said in general, the fees were set at levels sufficient to recover the full costs of providing the services. The fees for use of a depot to house cattle and the fee for a temporary exhibition permit achieve partial cost recovery.

The fees were last revised in 1995 and that the current increase for all of the fees is about 9 per cent, based on the movement of the Government Consumption Expenditure Deflator, the spokesman said.

The increase will maintain the real value of the fees, the spokesman added.
