The Government's decision to revise the original SLS proposal includes the introduction of a review mechanism which will be triggered when a total of 2,000 visa applications has been approved. We believe that the revised SLS, taken in total, strikes a reasonable balance between the interests of employees and those of employers. The Government's decision has been generally accepted by many Legislative Councillors, employer and employee representatives and the community at large.
The Special Labour Importation Scheme for ACP and related projects has a well established system for reviewing its quota ceiling which is based on a projection of the locally available on-site construction work labour force and the total labour requirements of the projects involved.
During the consultation period, public opinion on the proposal was reflected through an independent opinion poll, media reports, press editorials and articles written by academics and interested parties. We have also taken note of the views expressed directly to the Government. We have taken all these views into consideration before reaching a decision.
